Is it not compulsory for an Islamic expert to understand current situation and current knowledge in order to give their opinion (Fatwa) regarding these issues like Banking, Insurance, Alcohol, Business, Loan, Education, Science, Health, Photography, Videography, Internet, Computer etc ? Like for example alcohol is used as an disinfectant in hospitals and during operations and medical practice. And Photo and Video can be used as a tool to reveal truth in the court, which actually help to reveal truth and Islam wants truth to be revealed. So, these things actually helping us to acquire that target which Islam wants.

The answer to your question is as follows:

Indeed, it is compulsory for an alim and Mufti to be fully aware of the current situation to give his final opinion regarding the issues faced by the Muslim Ummah. If he doesn’t know the current issues along with their dos and donts, he cannot guide people to the right way.

Moreover, one should always keep in mind that there are many issues which are impermissible in Shariah in common situation, but in some particular cases the same issues are permissible with some conditions.
