What is the ruling on performing hajj while menstruation??? Can one do tawaaf e ziyarah after 12th Zilhajj after hajj days are passed?

In the name of Allah the most Gracious the most Merciful

The answer to your question is as follows:

A woman in period is not allowed to enter the Masjidul Haram. Hence she should do all rituals and abstain from doing tawaf being in period. When she gets pure, she will have to do tawaf even after 12 Dil-Hajj. And there shall be no penalty on her for this delay.
