The answer to your question is follows:
A woman cannot become an imam for men in prayer whether it is an obligatory prayer or a voluntary prayer. A man's prayer will not be valid if he followed a woman. In the same way, it is Makrooh Tahreemi (an impermissible sinful act) for a woman to be an imam for women. So women should not arrange congregation at all, but they should pray alone.
فعلم ان جماعتھم وحدھن مکروھۃ (اعلاء السنن 4/242، باب کراھیۃ جماعۃ النساء، مکتبہ اشرفیہ دیوبند) وعن علی بن ابی طالب انہ قال لاتؤم المرآۃ قلت رجالہ کلھم ثقات (اعلاء السنن 4/243، باب کراھیۃ جماعۃ النساء، مکتبہ اشرفیہ دیوبند) ویکرہ تحریما جماعۃ النساء ولو فی التراویح الی قولہ فان فعلن تقف الامام وسطھن فلوقدمت اثمت، قال الشامی افاد ان الصلوۃ صحیحۃُ وانھا اذا توسطت لاتزول الکراھۃ وانما ارشد والی التوسط لانہ اقل کراھۃ التقدم ، وفیہ ایضا قولہ ویکرہ تحریما صرح بہ فی الفتح والبحر قولہ ولو فی التراویح افاد ان الکراھۃ فی کل ما تشرع فیہ جماعۃ الرجال فرضا او نفلا (ردالمحتار ، کتاب الصلوۃ، باب الامامۃ 2/305-306، زکریا دیوبند)
