The answer to your question is as follows:
According to our custom, the money given on such occasions is the assets of the parents, even if it is given to the child. If those things are given by the relatives of the mother, then the mother is their owner, and if they are given by the relatives of the father, then the father will be the owner of them. However, if the giver specifies it for the child or the custom is such that the money or necklace is for the girl only, then it will now belong to the girl only, the parents can neither give it to any other child nor sell it.
بخلاف التصرف في المال؛ لأنه یتکرر فلایمکن تدارک الخلل، فلاتفید الولایة إلا ملزمة". (الهدایة، کتاب النکاح، باب في الأولیاء والأکفاء)
وما داما في الحجر فالولي في مالهما الأب، ثم وصيه، ثم الحاكم، ولا ولاية عليهما في المال لغير من ذكرنا، ولا يجوز لوليهما أن يتصرف في مالهما إلا على وجه الحط لهما، فإن تبرع أو باع بدون ثمن المثل، أو أنفق عليهما أو على من يلزمه نفقته زيادة على النفقة بالمعروف ضمن، وكذلك إن صالح بشيء من مالهما لمن لا بينة له بما يدعيه، ولا يجوز للوصي ولا للحاكم أن يشتري من مالهما شيئا لنفسه ويجوز ذلك للأب (الھدایۃ علی مذھب الامام احمد 1/275)
