The answer to your question is as follows:
After the death of your father, according to the government law, the amount of pension given to your sister is a gift from the government. In government pension, inheritance system is not applied. The one who is receiving pension from the government will be the sole owner of the same; and others have no right in it. Therefore, you and your elder sister have no right to this pension. However, your elder sister and you will be entitled only to share the property left by your father and mother. Nevertheless, since the sister is under your care and you bear all her expenses, if you take money from her to spend on her, then it is allowed and you can do so.

"لِأَنَّ الْإِرْثَ إنَّمَا يَجْرِي فِي الْمَتْرُوكِ مِنْ مِلْكٍ أَوْ حَقٍّ لِلْمُوَرَّثِ عَلَى مَا قَالَ عَلَيْهِ الصَّلَاةُ وَالسَّلَامُ: «مَنْ تَرَكَ مَالًا أَوْ حَقًّا فَهُوَ لِوَرَثَتِهِ» وَلَمْ يُوجَدْ شَيْءٌ مِنْ ذَلِكَ فَلَا يُوَرَّثُ وَلَايَجْرِي فِيهِ التَّدَاخُلُ؛ لِمَا ذَكَرْنَا، وَاَللَّهُ - سُبْحَانَهُ وَتَعَالَى - أَعْلَمُ".
