Is it permissible to give charity in the name of a non-Muslim?

Ref. No. 173/43-1564

In the name of Allah the most Gracious the most Merciful

The answer to your question is as follows:

The reward of charity first goes to the donor then to others alive or dead. And as an Islamic principle, a non-Muslim does not deserve a reward unless he converts to Islam, so there is no point in giving charity in the name of a non-Muslim. A non-Muslim is not eligible to send or receive reward being a kafir.

And Allah knows best
