What are the sharayee (shariat) rulings about making of ameerul moomineen/leader of whole world muslims. Who are eligible for it? Who are not eligible for it? For example, followers of maulana saad kandhalwi says that he is ameer of whole world muslims.every one must and should follow his
orders .because now he is the ameerul moomineen of this era.
Some other ahle ilm says that he is self appointed ameer. What is the sharayi rulings about it?
I want to know about this issue in the light of quran, hadith and life of sahaba e karam in detail.

The answer to your question is as follows:

Ameerul Mumineen is an official ameer (emir) of an Islamic State. The majority supports him and he shares their sufferings and pains; people approach him with their issues and disputes and he resolves and decides about them.

When people refer to Maulana Saad Sahab as Ameerul Mumineen perhaps they mean the Ameer of Tablighi Jama’at. And if some people choose a certain person for Tabligh he becomes their Ameer, irrespective of whether the Jama’at (group) is small or big; whether it is at one or different places. This is what we learn from the lives of the companions of the Prophet.
